Server running low on space?  It doesn’t have internet access?  Then maybe there have been lots of error reports over the years that have been building up and sitting in a “queue” on the server.  Check the following:
  1. Navigate to C:\ProgramData\Microsoft\Windows\WER\ReportQueue
  2. If the reportqueue folder is large it can be cleared using a GUI
  3. In Control Panel -> Action Centre open up Problem Reports to see all the reports in that folder
  4. If they are all old and you dont want to submit them then click Clear all problem reports which will empty the folder
